Position Summary

Perform the Overall Responsible Operator (ORO) duties and responsibilities as required under Ontario Regulation 128, while ensuring compliance with current legislation, regulations, and policies relative to services and programs provided. Additionally, this position will supervise and direct the daily operation, maintenance and repair of the County’s water distribution, wastewater collection, and stormwater collection systems to ensure a consistent and adequate supply of safe reliable potable water to meet current demand. Which includes adequate supply for fire protection and ensuring that the wastewater collection system will adequately collect and convey all sanitary waste. Overall this position plays an integral role in managing all staff allocated to the unit ensuring recruitment, coaching, and performance management methods are utilized and are in compliance with relative legislation and/or County policies and procedures while assisting in the development and monitoring of budget parameters. 

Qualifications, Knowledge, and Skills

Education

  • Community College Graduate relative to the area of responsibility with additional Provincial Certifications such as Water Distribution and Supply Subsystem Operator (minimum level III), and Waste Water Collection Facility Operator (minimum level II). Must have the capability to obtain higher certification as required and/or directed.
  • Special consideration will be given to applicants with:
    • Certification as a Water and/or Wastewater Treatment Subsystem Operator 

Experience

  • Over 2 years and including 3 years of current related experience.

Knowledge/Skills

  • Good understanding of municipal government, its operations and services and legislation that affects division/ unit responsibilities.
  • Demonstrated ability to lead; to inspire others to achieve greater personal success and/or higher levels of performance. 
  • Thorough knowledge of legislation and regulations relative to an area of responsibility (i.e., Occupational Health & Safety Act, Highway Traffic Act, Drinking Water Standards, Drinking Water Protection Regulations, Safe Drinking Water Act, Spills Act, etc.)
  • Sound/ comprehensive understanding of the latest technologies in the water and wastewater field including engineering and construction methods.
  • Good understanding of business processes and financial management methods to assist with the development of Division budgets and oversee assigned projects.
  • Demonstrated project management, planning and coordinating skills. 
  • A Valid Ontario Class G Driver’s License and access to a vehicle.
  • Excellent verbal and written communication skills with the ability to give, obtain, seek clarification, and/or exchange routine information. 
  • Demonstrated initiative and ability to make decisions involving multiple routine tasks, affecting department level. 
  • Demonstrated ability to work independently with complex tasks requiring some supervision. 
  • Demonstrated ability to exercise significant discretion and sensitivity involving occasional access to confidential data. 
  • Proven ability to provide financial advice.   
  • Demonstrated analytical and problem-solving skills involving occasional ingenuity, and minor refinement of procedures when necessary. 
  • Demonstrated capability to act as a leader within a functional area, including providing advice and training. 
  • Organizational skills with conscientiousness, to avoid errors and ability to meet deadlines 
  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building, collaboration and community pride, including managing conflict and emergencies using tact, diplomacy, empathy and conflict resolution skills to resolve issues.
  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Knowledge of water deport software, SCADA, water analyzers and flow measuring equipment, direction flushing software etc. 

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Contribute to the development of appropriate divisional policies and procedures to assist staff in efficiently and safely completing all assigned work; develop and review water, wastewater and stormwater Standard Operating Procedures along with training and orientation of these procedures for reporting staff
  • Ensure that corporate goals and objectives are always in consideration while work is being performed. 

People

  • Apply sound leadership skills and human resource management practices (recruitment, development and performance evaluation) in accordance with approved policies to ensure an effective team.
  • Provide leadership and supervision to staff; ensure all involved with the project have a clear understanding of the work to be completed and the processes and procedures to follow (result: completion of all work within identified timeframe and budget)

Money/Asset

  • Assist the Division manager with budget preparation and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget.
  • Obtain contracted services, working within the scope of the procurement policy
  • Review invoices to approve the payment.

Functional

  • Regulatory Compliance
    • Ensure the consistent and adequate supply of safe reliable potable water for customers and for fire suppression
    • Ensure requirements of the Drinking Water Quality Management System are complied with including completion of relevant documentation.
    • Ensure records for all projects/ work undertaken are current accurate and complete and that documentation is readily retrievable; appropriately complete all required documentation, in order to comply with legislated and County requirements
  • Operation and Maintenance 
    • Monitor systems performance, making recommendations for improvement and maintenance programs; develop, review and update maintenance programs.
    • Manage projects and activities required for the successful completion of approved projects and supervise staff working on those projects; ensure accurate use of the County’s work order management and electronic timesheet systems
    • Work with various County departments to prioritize underground infrastructure replacements
  • Administration 
    • Ensure staff, County or contracted, understand and safely conduct work within applicable Acts, regulations, approved County policies and procedures; provide Health and Safety leadership.
    • Administers applicable legislation and regulations relevant to the Division; including relevant collective agreements and other corporate policies.
    • Research and prepare or draft reports to/for the Manager on current projects, conditions, and issues; make recommendations as required; present information at public, Council, and staff meetings.
