This is a permanent full-time role at the County, with an annual compensation range of $98,244 – $119,556.
The Opportunity
You will be responsible for overseeing all aspects of a water and wastewater treatment facility's operations to ensure adherence to all applicable environmental regulations, permits, and standards, including monitoring water quality, managing treatment processes, and supervising staff to maintain compliance with relative legislation.
Additionally, you will play an integral role in providing supervision, leadership and direction to assigned staff ensuring recruiting, coaching and performance management methods are in compliance with relative legislation and/or County policies and procedures.

Position Summary
Responsible for supervising water and wastewater technical staff, while also providing supervision of the daily operations of the County’s WWW compliance and associated staff. Additionally, this position will provide assistance with the management of all water and wastewater contracts, project consultants and in-house staff assigned to specific capital projects, technical studies and planning exercises, all while ensuring compliance with current legislation, regulations and policies in water and wastewater including DWQMS. Overall, this position plays an integral role in providing supervision, leadership and direction to assigned staff ensuring recruiting, coaching and performance management methods are in compliance with relative legislation and/or County policies and procedures.
Qualifications, Knowledge, and Skills
Education
- University degree or College Diploma relative to the area of responsibility
- Quality Management Certification (including DWQMS experience and Backflow Prevention is preferred) – must be eligible and willing to obtain within a designated timeframe)
Experience
- Five years of experience relating to quality management systems
- Demonstrated experience relating utilities with a preference toward drinking water and/or wastewater operations
- Municipal operations experience preferred
- Possession of Operator Certification in Water Treatment, Wastewater Treatment, Water Distribution and Wastewater Collection would be an asset.
Knowledge/Skills

- Good understanding of municipal government, its operations, services and legislation that affects the divisional responsibilities.

- Good knowledge of business processes and financial management methods to assist with the development of Division and Unit goals and objectives; the development of Division budgets and to work within approved budgets and recommend and/or take appropriate action to maintain sound financial positions.
- Must possess a valid class “G” Ontario driver’s license.

Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Administer applicable legislation and regulations relevant to the division; including relevant collective agreements and other corporate policies.
- Contribute to the development of appropriate divisional policies and procedures to assist staff in efficiently and safely completing all assigned work.
People
- Directly supervise unionized WWW Technologist to ensure group tasks, priorities, goals and responsibilities are achieved and delivered.
Money/Asset
- Assist the Division with Capital and Operating budget preparation and monitor the status of assigned accounts/projects throughout the year.
- Review invoices to approve the payment.
- Secure contracted service providers, working within the scope of the procurement policy
Functional
- Regulatory Compliance

Act as quality management system representative for the County’s DWQMS

Act as primary contract administrator of the County’s drinking water and wastewater treatment operating contracts

Act as primary County contact for MECP inspections, inquiries and reporting requirements related to the water and wastewater treatment facilities, distribution and collection systems, DWQMS.

Direct oversight of the water, wastewater by-laws.

Coordination with industries to ensure compliance with Sanitary Discharge Agreements.

Responsible for Permits to Take Water, Drink Water System Certificates & ECA renewals to ensure compliance.

- Operation and Maintenance

Assist manager with strategic planning, goal setting, priorities and capital/ operational objectives for the division.

Direct consultants and staff involved with assigned capital projects; Supervise the preparation of tenders and quotes, both those prepared by consultants and those prepared by County staff, the tendering process and accounts management of applicable budgeted works.

Provide on-going support to the Manager to ensure deliverables and objectives are being met for the water and wastewater treatment contracts.

Oversee the Biosolids management program.

Deliver supervision, continued development and implementation of Distribution/ Collection systems optimization and water accountability programs.

Research and prepare briefing notes/ draft reports to/for the Manager on current projects and operational issues, making recommendations as required; present information at public meetings, Senior Management Team and Council meetings.
