The Opportunity

You will provide trusted advisory services to assist in meeting the overall organizational strategic financial goals. Some of your responsibilities include acting as a team leader, financial reporting, auditing of internal controls and project management. 

Contributing to the establishment of procedures and monitoring systems to ensure accurate and timely financial processes, this position will ensure the successful preparation of year-end financial statements and the Financial Information Return (FIR) including tangible capital asset reporting.

Senior Financial Analyst, Financial & Data Services

Position Summary

Overall, this position provides trusted advisory services to assist in meeting the overall organizational strategic financial goals. This is completed through providing customer service excellence while working to ensure effective internal controls, fiscal planning and management reporting. Acting as the team leader for non-supervisory staff, this position provides work guidance / training on a required basis, by scheduling, coordinating, and assigning the work of others regarding financial processes, financial analysis for strategic initiatives, financial reporting and internal controls. Furthermore, this position provides, develops, and monitors effective, efficient and timely financial reports / information for the use of Staff, Management, and Council.

This position also contributes in the establishment of procedures and monitoring systems to ensure accurate and timely financial processes, internal controls and financial reporting, including the preparation of year-end financial statements and the Financial Information Return (FIR), which includes tangible capital asset (TCA) reporting.

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility.
  • Special consideration will be given to applicants with:
    • University degree and enrolment in a recognized Accounting program leading to Professional Accounting Designation (CPA)

Experience

  • Minimum 2 years of current related experience.

Knowledge/Skills

  • Good understanding of municipal government, its operations and services.
  • Good understanding of financial principles and practices; sound technical knowledge relative to financial reporting.
  • Knowledge of relevant Acts and Legislation governing the financial operations of municipal government.
  • Good understanding of business processes and financial management methods.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently referring only major problems to supervisor / managers.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.
  • Proven ability to provide sound financial advice.
  • Demonstrated analytical and problem-solving skills involving regular ingenuity, and development of complex, new and improved methods, procedures, systems, etc.
  • Demonstrated capability to act as a leader within a functional area, including providing advice and training.
  • Organization skills with specialized attention to detail to avoid errors and ability to meet deadlines.
  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building, and team spirit.
  • Technology Aptitude:
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint).

Responsibilities

The incumbent is responsible for, but not limited to:

People

  • Work as a collaborative partner closely with cross-functional teams, gather insights and provide in-depth analysis on key financial practices and procedures, ensuring alignment and accuracy across the organization.

Money/Asset

  • Research and prepare draft documentation to / for management staff on current strategic initiatives and issues, making recommendations as required.
  • Coordinate / monitor the Corporation’s current investment portfolio; including tracking cash flow requirements, monthly changes, recommending / preparing adjustments, verify available funds to conduct daily operations within acceptable financial management practices while ensuring compliance with relevant County Policies and legislation.

Timeline

  • Ensure project participants involved have a clear understanding of the work to be completed and the processes and procedures to follow (work done in a defined timeframe).

Functional

  • Reporting
    • Support the year-end accounting processes, analysis and preparation of year-end financial statements and Financial Information Return (FIR), including the reporting of tangible capital assets, and preparation of notes to the financial statements.
    • Assist in planning, development, implementing and maintaining a Public Sector Accounting Board (PSAB) 3150 compliant asset accounting and reporting system, including related policies and procedures
    • Assist in the County’s annual credit rating review and debenture issuances.
    • Support in the preparation of business plans, reports and applications for grants.
  • Internal Controls
    • Serve as a trusted advisor to divisions, helping them understand the story behind the numbers and how they can drive continuous improvements.
    • Ensure accounting policies and processes are administered appropriately in order to support the review and year-end audit of County’s financial statements.
    • Implement effective internal controls designed to protect financial assets and recommend changes relative to new organizational initiatives/processes.
    • Complete the assigned audit engagements applying critical thinking in assessing and concluding on audit findings.
  • Project Management
    • Actively participate in process improvement initiatives, leveraging information technology tools to enhance reporting capabilities, streamline processes, and improve overall team performance.
    • Apply project management practices in the management of activities required for the successful completion of assigned projects.
    • Guarantee that records of all projects/work undertaken are current, accurate, and complete and that documentation is readily retrievable.
