The Opportunity
We are looking for a skilled Database Administrator & Solutions Analyst to join our Innovation & Technology Services team, where you’ll play a crucial role in ensuring the availability, integrity, and security of databases for use across our division, department, and wider organization.
In this role, you will be responsible for database server activities including implementation, configuration, maintenance, and performance of critical systems to ensure availability and consistent performance of the Corporate systems, applications and business solutions. You’ll also assist in developing database standards and provide data design and analytics support.

Position Summary
Responsible for database server activities including implementation, configuration, maintenance, and performance of critical systems. Additionally, ensuring the availability and consistent performance of the Corporate systems, applications, and business solutions, including maintaining the availability, integrity, and security of databases, while also assisting with the development of database standards, by offering database design and analytics support.
Qualifications, Knowledge, and Skills
Education
- Community College Diploma relative to the area of responsibility.
- Special consideration will be given to applicants with:
- Bachelor’s Degree in Data Science or Certified Microsoft Azure Database Administrator Associate
Experience
- Over 2 years and including 3 years of current related experience.
- Special consideration will be given to applicants with:
- Experience with Local Government Software Applications/Solutions
- Experience with GIS and ArcGIS Pro
Knowledge/Skills
- Thorough knowledge of database concepts and principles with a very strong understanding of Microsoft SQL Server functions and features.
- Strong knowledge of SQL Development – the ability to write and troubleshoot SQL / T-SQL Code and design (stored procedures, functions, tables, views, triggers, indexes, constraints) - and SSRS to develop interactive reports
- Research, analytical, problem solving and decision-making skills to enable the assessment of issues / situations, develop options and recommend actions necessary for the effective and efficient operation of technological resources
- Ability to translate user and business needs and creatively and effectively provide solutions; ability to define database architecture that supports business requirements (i.e. use of SQL tools / reporting services to produce dashboards and reports).
- Sound knowledge of current Information Technology certifications and excellent in-depth understanding of operating systems, network infrastructure, cybersecurity, firewalls, programming languages, web development, database management, integration, cloud computing, information and communication technologies.
- Proven knowledge of hardware/software installation, configuration, support and the ability to troubleshoot complex issues independently
- Valid Driver’s License and access to a reliable vehicle.
- Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
- Demonstrated initiative, and ability to make decisions involving broadly defined work, affecting major functions.
- Demonstrated ability to work independently referring only major problems to supervisor/managers.
- Demonstrated ability to exercise significant discretion and sensitivity involving regular access to confidential data.

- Technology Aptitude
- Demonstrated proficient computer skills to perform and troubleshoot common software performance and hardware issues on various technological devices while adhering to cybersecurity and leading best practices.
- Advance knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
- Computer proficiency in SQL Server, SSRS, SSIS, SSMS, Crystal Reports, GIS.
Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Guarantees that corporate goals and objectives are always in consideration and achieved by those working on a project.
People
- Establish and maintain relations with others (County staff, vendors, peers within other organizations) to resolve technology complaints / issues
Timeline
- Prioritize urgent matters to minimize downtime of corporate and department applications for staff
- Support yearly Financial processes with database level verification of data integrity
Money/Asset
- Information Security (Databases):
- Provides advice and guidance on security strategies to manage identified risks and ensure adoption and adherence to standards.
- Obtains and acts on vulnerability information and conducts security risk assessments, business impact analysis and accreditation on complex information systems.
- Investigates major breaches of security and recommends appropriate control improvements.
- Contributes to development of information security policy, standards and guidelines.
Functional
- Database Administration:
- Manages database configuration including installing and upgrading software and maintaining relevant documentation
- Develops and maintains procedures and documentation for databases,
- Identifies, evaluates, and manages the adoption of appropriate database administration tools and processes, including automation.
- Provide technical support to corporate project implementation
- Data Management:
- Takes responsibility for the accessibility, retrievability, security, quality, retention, and ethical handling of specific subsets of data.
- Manipulates specific data from information services, to satisfy defined information needs.
- Maintains and implements information handling procedures, by enabling the availability, integrity, and searchability of information through the application of formal data and metadata structures and protection measures.
- Develops and maintains specialist knowledge of database and data warehouse concepts, design principles, architectures, software, and facilities
- Systems Integration and Build:
- Identifies, evaluates and manages the adoption of appropriate tools, techniques and processes (including automation and continuous integration) to create a robust integration framework.
- Leads integration work in line with the agreed system and service design.
- Monitors and reports on the results of each integration and build.
- Designs and builds integration components and interfaces.
- Contributes to the overall design of the service and the definition of criteria for product and component selection.
- Contributes to development of systems integration policies, standards and tools.
- Executes ETL processes to integrate data from separate business applications.
- Application Support:
- Use various tools to investigate issues, identifies and resolve issues with applications, collect performance statistics and create reports.
- Provides assistance to users in a professional manner following agreed procedures for further help or escalation, followed by maintaining accurate records of user requests, contact details, and outcomes.
- Initiates and monitors actions to investigate and resolve problems in systems, processes, and services
- Assists with the implementation of agreed remedies and preventative measures, by determining problem fixes/ remedies.
- Analytics:
- Selects, acquires and integrates data for analysis.
- Creates data dashboards, reports, and visualizations to highlight trends and optimize business processes.
- Perform complex research analysis, and reporting of large datasets.
