This is a temporary full-time role (until approximately November 28, 2025) at the County, with an annual compensation range of $73,164 - $89,016.


The Opportunity

As a Community Partnerships Liaison, you will collaborate in the delivery and administration of the County's Community Partnership Program (CPP) in a fair, clear, and concise manner, including specific granting initiatives and processes associated with the policy and program. 

We are looking for a team player who will help initiate, plan, develop, and delivery unique opportunities and projects to meet the strategic objectives of Haldimand County, and identify and assist in the development of new community partnerships and collaborative opportunities within the County.

Position Summary

Within the Community Partnerships Unit, collaborate in the delivery and administration of the County’s Community Partnership Program (CPP) in a fair, clear and consistent manner, including leading specific granting initiatives and processes associated with the policy and program (Community Beautification, Community Capital Projects, Clean & Green, Commemorative Program). Foster collaboration, teamwork and capacity-building with all staff and existing community partners to initiate, plan, develop and deliver unique opportunities and projects to meet the strategic objectives of Haldimand County; identify and assist in the development of new community partnerships and collaborative opportunities within Haldimand County. As well, assist the Supervisor, Community Programs & Events, with the administration of the County’s festivals and events process.

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility.
  • Special consideration will be given to applicants with the following:
    • Certification in community engagement or project management.

Experience

  • Over 1 year and including 2 years of current related work experience.
  • Special consideration will be given to applicants with the following:
    • Experience in a municipal setting.

Knowledge/Skills

  • Solid understanding of principles of community development and municipal government, its operations, services and governance processes.
  • Sound technical knowledge and skills relative to community engagement, facilitation and project management.
  • Good knowledge of business processes and financial management methods to assist with the development of Division’s goals/objectives and budgets; development and monitoring of project budgets and County grant reconciliations.
  • A Valid Ontario Driver’s License and access to a reliable vehicle.
  • Excellent verbal and written communication skills with the ability to influence, motivate, provide training, using flexible communication styles and to ensure suitable agreement, so decisions are reached.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently with complex tasks requiring some supervision.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.
  • Proven ability to influence financial decisions, including authorizing discretionary expenditures.

    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Contribute to the development, implementation and ongoing continuous improvement of appropriate policies and procedures relative to area of responsibility, including communicating with and encouraging staff, partner organizations and other stakeholders to embrace this way of work;
  • Ensure adherence to corporate and Department/Divisional goals and objectives in the completion of projects and activities;
  • Ensure the application of legislated and regulated requirements and corporate policies relevant to area of responsibility;
  • Ensure staff, contractors and community groups understand and safely conduct work within applicable Acts, regulations, by-laws and approved County policies/procedures.

People

  • Establish and maintain productive relationships with staff, community groups, stakeholders, partners, volunteers and counterparts in other municipalities; ensure cooperative relations with other levels of government and agencies;
  • Collaborate with community partners to manage approved projects and identify strategic opportunities to maximize existing partnerships and develop new ones in support of County and community objectives;
  • Actively assist community partners in building capacity including anticipating needs and ensuring maximum success for projects/activities;
  • Assist in CDP’s coordination of an annual Volunteer Health & Safety Education Program for community groups/partners/event organizers in collaboration with staff from multiple Divisions.

Money/Asset

  • Provide input into the Division’s operating and capital budgets for approval by the Manager and General Manager; manage assigned portion of approved budget;
  • Ensure reconciliations for all County grants to community partners are managed and completed within approved parameters and to meet audit expectations;
  • Where possible, identify third-party grants/other revenue generation opportunities to maximize project resources; assist with completion of any applications as requested/required by groups.

Functional

  • Program Delivery
    • Coordinate and administer various granting/partnership programs and processes including Community Beautification, Capital Projects, Clean & Green, Downtown Community Groups Meetings, Commemorative Program;
    • Communicate policies and guidelines to staff, public and partner organizations, encouraging all to participate in an ongoing program of continuous improvement;
    • Within the Community Partnerships Unit, assist in the facilitation and administration of monthly Staff Review Team meetings to assess new and ongoing partnership proposals, approved projects and future opportunities;
    • Respond to inquiries from the public/other external sources regarding community and County partnership programs;
    • Research and prepare documentation for management staff on current projects, conditions, issues and trends, making recommendations as required;
    • Prepare Council reports for approval of projects in accordance with policies;
    • Ensure records for all projects/work undertaken are current, accurate and complete and that documentation is readily retrievable.
  • Project Management & Reconciliation
    • Monitor adherence to a broad range of County policies and standards by community partners/stakeholders to ensure the completion of high quality projects that build capacity of community partners and raise the profile of Haldimand County;
    • Monitor and supervise all activities of community partners in compliance with operating standards, policies and by-laws, with emphasis on managing health and safety hazards and related risks during project implementation by community groups;
    • Apply sound project management practices in the administration of activities required for the successful completion of approved projects.
  • Engagement & Relationship Building
    • Identify and develop opportunities to maximize existing and cultivate new partnerships to implement and support projects, plans and programs to ensure that community and employee relations are enhanced and there is effective and efficient utilization of human and material resources;
    • Ensure that project partners receiving County grants have clear understanding of the processes and procedures to follow (result: completion of all work within identified timeframe and budget);
    • During and outside of normal working hours, communicate both positive and difficult messages to community groups/partners with professionalism, diplomacy and a genuine interest in building connections to the mutual benefit of both the community and the County.
  • Festival & Events Programs
    • Provide support to the Supervisor, Community Programs & Events, in the review and approval process for Festivals & Events, including coordination of County resources, guidance to groups and issuing of permits.

Working Conditions

  • Regular Business Hours: Monday to Friday, 8:30am – 4:30pm
    • Many volunteer community groups/event organizers are only able to meet in the evenings or on weekends. Meetings outside of normal business hours are a regular occurrence, including to review/discuss partnership proposals, the implementation/status of approved projects, to address issues/concerns, hosting of volunteer information/training sessions, etc. Could be as many as 2-6 times per month.
  • Occasional Over-Time, to meet with community groups/volunteers/community members; to meet time-sensitive deadlines or manage workloads. Could be as often as 2-6 times per month.
