The Health and Social Services Department is a shared organization that serves both Norfolk and Haldimand counties. The department ensures the health and welfare of both communities through three main service areas.

Social services including children’s services
Haldimand and Norfolk Social Services provides a variety of human services that enhance the quality of life for residents including employment support, Ontario Works assistance, and children’s services such as EarlyON child and family centres.

Housing and homeless prevention services
The Health and Social Services Department also a variety of services related to social housing such as subsidized housing, homelessness programs and rent supplement programs.

Health and Social Services Advisory Committee
The Provincial government has designated Norfolk County as the Board of Health (BOH) and Consolidated Municipal Services Manager (CMSM) for social services with responsible for the delivery of these services. They have established a Health and Social Services Advisory Committee made up of three members of Norfolk County Council and three members of Haldimand County Council.
All reports that directly impact Haldimand are presented to Haldimand Council as information and recommendations for consideration by Norfolk Council before final decision making.
Greater Hamilton Health Network (GHHN)
The Greater Hamilton Health Network is a collaboration of local patients, families, care partners, and health and human service partners serving Hamilton, Haldimand, and Niagara Northwest. The GHHN includes representation from more than 40 organizations, reflecting primary care, home care, hospitals, community agencies, long-term care, mental health, Indigenous health, post-secondary education, and the City of Hamilton (Healthy and Safe Communities Department, Public Health and Paramedic Services).
