Blue Box Transition

As of January 1, 2024, Haldimand County has transitioned to the new province-wide recycling model; The collection program is now fully managed by Circular Materials Ontario.


In 2016, through the Resource Recovery and Circular Economy Act, the Government of Ontario introduced its plan to roll out a new province-wide system for Blue Box materials. By December 31, 2025, all existing residential Blue Box programs in Ontario will move to a single provincial collection system that is fully funded, overseen and operated by producers of recycling materials.

Haldimand County was required to transition to the new Provincial blue box regulatory framework on January 1, 2024, to comply with O.Reg. 391/21. This new regulation is being implemented throughout
Ontario in two phases:

  • Transition period (July 1, 2023 to December 31, 2025)
  • Post-transition period (starting January 1, 2026)

In June 2021, the Provincial blue box regulation was updated to make the producers of recycling materials responsible for their materials, specifically related to recycling costs, to reduce recyclable materials currently going to landfills and enable a common collection blue box program across Ontario. Common collection in this case is defined as the same recycling materials being accepted in all blue box programs across the Province.

In 2021, the Ontario government passed a new regulation that shifts the financial and operational responsibility of blue box recycling programs to producers – those that produce and supply blue box materials to residents.

Haldimand County’s blue box recycling program is now managed by Circular Materials Ontario, which is the Producer Responsibility Organization (PRO) of the common collection system and a not-for-profit organization that is committed to building an efficient and effective recycling system in Ontario.

Non-eligible sources such as commercial, industrial, institutional and Business Improvement Areas (BIAs) are not considered within the new blue box regulation. This means that properties that are deemed non-eligible must make alternate arrangements for the collection of their recycling. Please note that garbage collection has not changed.

To help with this transition, non-eligible properties can bring their recycling to the Canborough Waste Management Facility free of charge until Dec 31, 2025
