Surplus properties
When County-owned land is declared surplus by Council, it is appraised and sold at fair market value.
Surplus properties do not include properties sold through the tax sale process. Learn more about tax sales.

Permanent public road closure
Permanently closing a road can be a lengthy process depending on the complexity of the closure.
Application process
- Submit your application including a clear drawing or sketch of the proposed closure and pay the non-refundable fee.
- Your application is reviewed by multiple County areas and external agencies such as utilities and Conservation Authorities, with notice provided to abutting property owners for feedback.
- The results of the review and feedback are compiled into a report that is brought to Council for consideration and a final decision.
A road will not be closed if closing it would deny access to another person's property.
Unsolicited offer to purchase County property
The timeline for the sale (or conveyance) of a non-surplus County property will vary based on its complexity.

- Your application is reviewed by multiple County areas and external agencies such as utilities and Conservation Authorities, with notice provided to abutting property owners for feedback.
- The results of the review and feedback are compiled into a report that is brought to Council for consideration and a final decision.
Encroachment or easement agreement
Encroachments
An encroachment agreement is a legally binding arrangement between the County and an abutting property owner that allows them to intrude onto County property.
The County does not typically permit new encroachments on or over County property however any pre-existing or historical encroachments may be considered. Other considerations for encroachments include wheelchair ramps, porches, steps and eaves, as well as those resulting from County programs such as the seasonal patio program.
Easements
An easement grants certain rights to someone other than the property owner over a portion or all of a property. For County purposes, easements are typically used for municipal or utility infrastructure.

- Your application is reviewed by multiple County areas and external agencies such as utilities and Conservation Authorities, with notice provided to abutting property owners for feedback.
