Proposed Strategic Plan

Our 2025 to 2045 Strategic Plan is designed to address the county's evolving needs and provide guidance for long-term decision-making and resource management. It outlines what we want to achieve, the steps we need to take, and our direction.

The proposed plan focuses on five key strategic themes for the county. Learn more about each theme and priorities associated to grow Haldimand.

Prepare for and adapt to anticipated future challenges and opportunities to ensure Haldimand can thrive in the face of evolving economic, environmental, technological and social conditions.

Infrastructure reliability

  • Ensure that municipal infrastructure is maintained, optimized and resilient, supporting the community's needs both now and into the future.

Environmental stewardship

  • Support practices that respond to climate change, protect natural resources and reduce environmental impact to support long-term sustainability.

Financial sustainability

  • Maintain a strong, stable financial foundation by managing resources and investments wisely and ensuring that Haldimand's financial practices support long-term fiscal health and resilience.

Growth management

  • Support thoughtful, responsible and balanced growth and development across Haldimand while respecting our rural character and quality of life.

Innovation

  • Embrace new ideas, technology and approaches to improve services.

Deliver quality public services that meet the day-to-day community expectations reliably and affordably, ultimately enhancing the quality of life for all residents.

Citizen centred service

  • Ensure citizen satisfaction through accessible, responsive and respectful customer service through transparent and timely communication.

Communication

  • Ensure clear, transparent and timely communication to keep Haldimand communities informed and connected.

Background

Strategic planning is a process in which an organization defines its vision for the future and identifies themes, priorities, goals, and actions that will allow its vision to become a reality. 

The 2025-2045 proposed strategic plan was developed with three key pillars in mind: legislative practice, community feedback, and business outreach.

Legislative Practice

  • Legislative requirements and industry best practices were considered. Significant research and review of other municipal strategic plans across North America and Australia helped guide the proposed plan.

Community Feedback

Business Outreach

  • Business in Haldimand is critical to the economy and resident livelihood. Targeted engagement with the business community was necessary to learn their needs and priorities. This input guided strategies to ensure the county is a place to work and live.

For the public:

  • The plan will communicate the vision for Haldimand and the related short and long-term priorities
  • Reflect community aspirations
  • Formalize Council's commitment to resident satisfaction

For Council and administration:

  • The plan will inform policy, operational and budget decisions
  • Provide a framework for oversight and management of service delivery

Get Involved

Resident feedback is critical to developing a strategic plan that supports the future of Haldimand. There will be several opportunities for you to provide input throughout the project.

We are asking residents to review the proposed strategic plan and provide their feedback, either in-person at our January open house, or online using our webform.

Attendees will have the opportunity to speak with the CAO and members of the Senior Management Team and discuss key themes and priorities.

“The Haldimand County Strategic Plan will serve as our official roadmap to the future as a growing, rural community and local government administration. It will define our vision for the years ahead and outline themes, priorities, goals and actions that will enable our vision to become a reality,” said Chief Administrative Officer Cathy Case. “It’s critical that residents play a part in shaping their community and we are strongly encouraging people to participate in the process and share ideas,” Case added.

Residents who cannot attend the in-person open house can submit their feedback online.
