Cayuga Master Servicing Plan Update

Through consultants J.L. Richards & Associates Ltd., and CIMA+ we are undertaking an update to the 2010 Cayuga Master Servicing Plan to identify the individual water, wastewater, stormwater, and transportation infrastructure improvements required for future servicing needs in Cayuga and develop an implementation plan for these upgrades.

Phase 1 Public Open House - Tuesday, January 28, 2025, from 4 to 6 p.m. at the Cayuga Arena (McSorley Room).


Project background

The update will fulfill the Phase 1 and 2 requirements of a Schedule B Municipal Class Environmental Assessment (MCEA). At the completion of the MCEA process, we will make the Project File Report available for public and agency review for a mandatory 30-day period.

Background Review and Existing Conditions Update (In Progress)

  • Compile and review existing information and prepare working maps
  • Update existing conditions in systems models (water, wastewater, stormwater, transportation)
  • Initiate Public, Agency, and First Nations Consultation Program
  • Conduct Public Open House No. 1 and document stakeholder input

Growth Forecast and Assessment of Future Needs (In Progress)

  • Review planning projections and distribution of growth
  • Update servicing assumptions and requirements
  • Establish future conditions in water, wastewater, stormwater, and transportation

Development of Preferred Servicing Strategies

  • Use constraints to develop a list of servicing solutions
  • Conduct an initial screening of options followed by a detailed evaluation
  • Prepare design concepts
  • Conduct Public Open House No. 2 and document stakeholder input

Implementation Plans, Final Report, and Presentation

  • Prepare project implementation sheets and final report
  • Presentation to Council

Study area location and map

This Master Plan is being completed for the community of Cayuga, which is centrally located within the County at the crossroads of Highway 3 (Talbot Road) and County Road 54 (Munsee Street). The study area boundary encompasses the urban boundary of Cayuga.


Status and updates

We are currently in Phase 1 of the study. To gather input from stakeholders, rightsholders and residents, a Public Open House is scheduled for this phase. All those interested in the project are invited to attend.  See Upcoming Meetings below for information on the meeting date and time.


Public engagement

We want to hear from industry, businesses, and residents on the Master Servicing Plan update.

The study will include a public engagement and consultation program with a variety of outreach to applicable groups and input from interested parties, individuals, businesses, and groups in Haldimand County. This will ensure the proposed alternatives are thoroughly reviewed by all interested parties.

What is a Municipal Class Environmental Assessment?

The Municipal Class Environmental Assessment (EA) is an approved process that municipalities must follow under the Ontario Environmental Assessment Act. Class EA projects are classified in terms of schedules (A, B or C) depending on the degree of impact on the environment.

Schedule A projects include normal or emergency operational and maintenance activities. Environmental impacts of these projects are usually minimal and; therefore, they are considered pre-approved.

Schedule B projects involve improvements and minor expansions to existing facilities. There is some potential for adverse environmental impacts and; therefore, these projects go through a screening process including public consultation.

Schedule C projects involve the construction of new facilities and major expansions to existing facilities. These projects must go through the entire EA planning process.

  1. Identify problem/opportunity
  2. Identify alternative solutions
  3. Examine alternative design concepts for the preferred solution
  4. Prepare Environmental Study report

Phases by schedule

  • Schedule A projects only require the completion of Phase 1.
  • Schedule B projects only require the completion of Phase 1 and Phase 2.
  • Schedule C projects must complete all phases.
