Haldimand County is governed by an elected Council with the Chief Administrative Officer as the head of administration, supported by five General Managers responsible for specific County departments.

Chief Administrative Officer: Cathy Case

The Chief Administrative Officer (CAO) is the most senior official in the County's administrative structure. The role is appointed by Council, working closely with them to provide leadership and ensure Council priorities are achieved.

The CAO also oversees major County projects and priorities, ensures the implementation of Council-approved policies and programs, and leads advocacy and government relations efforts.

The Financial and Data Services Department ensures the fiscal stewardship of the County and supports innovation through technology.

Public Works Operations

General Manager: Dan McKinnon

The Public Works Operations department serves the community through the efficient delivery and maintenance of the infrastructure services residents rely on every day.

The Roads Operations division is responsible for:

  • Roadway maintenance
  • Sidewalk maintenance
  • Rural roadside mowing
  • Roadside drainage
  • Streetlights

The Environmental Operations division is responsible for:

The Fleet Operations division is responsible for:

  • Corporate vehicle and equipment asset management, maintenance, and inspections
  • Procuring and providing fuel
  • Training: forklift, working at heights, fuel dispensing, etc.

The Facilities, Parks, Cemeteries and Forestry Operations division is responsible for:

  • The operation and maintenance of arenas, parks, cemeteries, trails, pools and splash pads
  • Forestry management
  • Maintenance of County-owned property including libraries, museums, fire hall and ambulance stations

Engineering and Capital Works

General Manager: Tyson Haedrich

The Engineering and Capital Works department ensures Haldimand's built and natural environment is maintained through the planning, design and re-construction of infrastructure systems.

  • Capital infrastructure programs for roads, bridges, water mains, sanitary sewers and storm sewers
  • Long-term strategic plans for right-of-way infrastructure

  • Engineering and technical support services to internal divisions

The Water and Wastewater Engineering division is responsible for:

  • Capital infrastructure programs for water and wastewater plants
  • Water and wastewater optimization program
  • Long-term strategic plans for water and wastewater plant infrastructure
  • Technical support services to internal divisions
