Council Meetings

Meetings can be watched in person at the Haldimand County Administration Building, streamed live, or viewed at a later date by accessing the recording. Meeting agendas, minutes and recordings can be found through the Council Calendar.


Council in Committee

The County uses the Council in Committee system, where matters are considered in a less formal, committee framework first, with the recommendations from those meetings brought forward to the formal Council meeting for ratification. The committee agenda is divided by County department areas.

Council in Committee meetings are held at 9:30 a.m. on the Tuesday before the scheduled Council meeting.


Closed Meetings

Generally, municipal councils and committees hold their meetings in public but there may be times when a closed meeting is required. Under Section 239 of the Municipal Act, there are rules for when a council or committee can go into a closed meeting.

If you have a concern regarding a closed meeting, contact the Clerk’s Office for clarity. If you believe the matter needs further review, you can request a closed meeting investigation.

Common reasons a meeting or part of a meeting may be closed to the public include, but are not limited to, discussions related to:

  • The security of the property of the County
  • Personal matters about an identifiable individual, including County employees
  • A proposed or pending purchase or sale of land by the County
  • Labour relations or employee negotiations
  • Litigations or potential litigation
  • Advice that is subject to solicitor-client privilege
  • Information explicitly supplied in confidence by Canada, a province or territory or a Crown agency of any of them
  • A trade secret or information that could compromise a competitive position
  • A position or plan for any negotiations to be carried out by, or on behalf of, the County
