By-law Enforcement
Municipal Law Enforcement Officers enforce Haldimand County's by-laws. By-laws are local regulations passed by Council according to provincial legislation. They create the County's minimum standards and contribute to the quality of life in the municipality.

Enforcement hours
The Municipal Enforcement Division is located at the Haldimand County Administration Building, 53 Thorburn Street South, Cayuga.
Our Enforcement Officers are available:
- Monday to Friday, 8:30 a.m. to 4:30 p.m.
- Rotating 10 Hour Shifts, working some weekends
- Enhanced Weekend Summer Hours, Victoria Day to Labour Day
All requests require that you provide your name, address and contact information for verification and follow-up.
To submit your request:
- Report online
- Submit through the portal
- Call 905-318-5932
- Report in person at the Administration Building
For animal-related concerns, contact animal control services.
To contact the Ontario Provincial Police, call 1-888-310-1122 for non-emergencies or 911 for emergencies.
By-law reporting process
- Submit your complaint and provide as much detail as possible.
- Include your contact information (full name, address, phone number) – anonymous complaints are not investigated. This information is collected under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and will remain confidential.
- Valid complaints are documented and investigated by our Municipal Law Enforcement Officers.
- If a violation is found, Officers will proceed with enforcement action.

- Animal control – dog licensing, barking dogs, livestock claims, etc.
- Fences - regulations for the construction of fences
- Noise – residential- and construction-related noise
- Parking – on-street parking
- Property standards and clean yards – standards for the maintenance and occupancy of properties
- Signs – regulations and permit requirements for signs, and other advertising devices
- Trees - forest conservation, County trees and tree-related permits
- Winter control – winter parking, sidewalk and roof snow and ice removal
- Zoning - regulating land use, development and characteristics of structures/buildings
